ICP Europe Quality Assurance Network Application

Thank you for your interest in joining the ICP Quality Assurance Network program. Membership in the Quality Assurance Network allows street lighting infrastructure owners, investors, and program administrators to have confidence that the ICP Protocol will be appropriately applied by qualified professionals to originate quality projects producing consistent returns.

Our process for joining the programme is straightforward:

ICP will also verify that your application is complete and accurate
If your organization has not completed the program's training, we will contact you to schedule
You will receive an email confirming your official status as an ICP Quality Assurance Network member

All information submitted will be considered strictly confidential.

Template for Declaration of Honour

Required Documentation:

Staff Credentials: Quality Assurance Assessors are required to retain, either on staff or under contract, an individual who either;

Is a licensed professional Engineer under a nationally recognised scheme which is relevant to energy in street lighting (e.g. Chartered Mechanical Engineer);

Has an engineering or science degree, and a nationally or internationally recognised certification, which is relevant to energy in street lighting (e.g. CMVP certification, certified energy auditor) - these qualifications will be reviewed on a case by case basis.

Please list all qualified personnel who will be responsible for ICP Europe Investor Ready Energy Efficiency™ projects and choose between Options 1 or 2 for route to compliance:

Option 1:

Professional Engineer scheme
Licence number
Expiration date (if applicable)

Option 2:

University, degree type (e.g. Mechanical Engineering) and classification
Type of certification/scheme, certification date, expiration date (if applicable)

Please also include a brief description of the relevance of the qualification to energy in street lighting in the Staff Credentials Documentation below.

Quality Assurance Experience: QA Assessors are required to have verifiable quality assurance experience of at least 3 years that spans the entire lifecycle of the ICP project development process. Specifically assessors must have demonstrable experience in:

Baselining
Savings Calculations
Design, Construction and Operational Performance Verification
Operations, Maintenance and Monitoring
Measurement and Verification

Please upload a signed Declaration of Honour (using the template provided at the top of the application form) signed by a manager stating the selected staff person(s) has the experience outlined above:

Insurance Coverage:
Please note that participating entities must carry professional indemnity insurance (or equivalent according to national circumstances) to obtain Investor Ready Energy Efficiency™ (IREE) project certification.

Training:
ICP Quality Assurance Assessors must complete the ICP Europe Training.

While acting as an ICP Europe Quality Assurance Assessor applicant agrees to:

Maintain the minimum requirements associated with the ICP QA Network requirements, and notify ICP Europe if no longer able to meet these minimum requirements
If any requirement lapses the QA professional has 60 days to satisfy the requirement and submit the corresponding documentation, otherwise they will loose the Network membership

While acting as an ICP Quality Assurance Assessor applicant agrees to:

Maintain the minimum requirements associated with the Quality Assurance Assessor Network membership, and notify ICP if no longer able to meet these minimum requirements
If any requirement lapses the QAA has 60 days to satisfy the requirement and submit the corresponding documentation, otherwise the credential will cease to be valid
Re-submit proof of certifications every 5 years
