Project Development Process

ICP Protocols are an  assembly guidelines for existing industry best practices, standards, and documentation to create the information necessary to enable underwriting and managing of energy performance risk.  

The ICP Protocol portfolio includes six protocols to address different building types and project size/scope.  Project Developers should select the most appropriate and recent version of an ICP Protocol at project inception.  If a new version is released while a project is underway, developers can choose to either stay with their current version or move to the new version.

Standardised Documentation

Similar to an appraisal pack in a commercial real estate deal, each defined ICP Protocol creates a standard set of documentation that will help standardise project performance underwriting, leading to better data on performance, and a more efficient marketplace with less duplicative engineering and lower transaction costs.  The result should be an increase in deal flow and a more transparent and efficient market.

The Investor Confidence Project currently has published protocols that are designed to address the range of typical commercial and multifamily building projects typically found in the market.  They include:

Large Tertiary Energy Performance Protocol ​

• This Protocol is designed for large scale tertiary projects that involve whole building retrofits involving multiple measures with interactive effects.

Standard Tertiary Energy Performance Protocol

• This Protocol is designed for standard tertiary projects that involve whole building retrofits involving multiple measures with interactive effects.​

Targeted Tertiary Energy Performance Protocol 

• This Protocol is designed for targeted tertiary projects that involve building retrofits with only one or a limited set of energy conservation measures, without major interaction between them.

Large Apartment Blocks Energy Performance Protocol

• This Protocol is designed for large apartment block projects that involve whole building retrofits involving multiple measures with interactive effects.

Standard Apartment Blocks Energy Performance Protocol

• This Protocol is designed for standard apartment block projects that involve whole building retrofits involving multiple measures with interactive effects.

Targeted Apartment Energy Performance Protocol 

• This Protocol is designed for targeted apartment block projects that involve building retrofits with only one or a limited set of energy conservation measures, without major interaction between them.

Project Development Specification

The ICP Project Development Specification (PDS) brings the many complex details of an energy efficiency project into focus, providing clear direction to the entire team with regards to requirements, tools, expectations, and quality management.   Its unified approach to project development ensures that projects compliant with the ICP Protocols can be trusted to be consistent in their approach, methodology, and financial returns. 

The Project Development Specification provides a clear roadmap for Project Developers to correctly implement each requirement specified in the ICP protocols based on current best practices and available industry resources. It represents the collective project development knowledge of a large team of industry experts and has been designed to allow various stakeholders to develop projects that meet a consistent level of quality and conform to the ICP Protocols.  As with all of ICP's offerings the Project Development Specification is a living document and ICP seeks the continuing input of all stakeholders.
